The title is misleading. The memo reads more like MS is getting out of the phone manufacturing business (the majority of the layoffs are in Finland) but that they will continue their pursuits of a more seamless experience over multiple platforms via universal apps. Really, with the number of PC and tablets running W10, it only makes sense to have keep the mobile OS running since it's capable of piggy-backing off of the others.
