Ok, I went to Dicks to try out this bike....loved it. Bike area was packed so didn't want to take too much of the only one salesman's time with people waiting on him. He had to remove the bike from up high on the wall. It was 17" so after he got it down I sat on it. I asked what women's height this bike was meant for the 17". He said from 5'7" to 5'11". I like the bar across so I can put my phone and it has the bottle brackets, quick release seat and tires and seemed lightweight enough. They assemble it for free. He said I could call them and they would order it shipped to the store and that way I'm not charged shipping. I just come pick it up assembled.
He put the UPC in his machine to see if in the future it would go on sale. It's not so 349 + tax. That's getting closer to 400.00 so gotta give it more thought.
The Target Forge Breva had to be taken from wall also. It felt a little small too but not quite as much as the 15" Nashbar but it felt small. The seat and handle bars could be lifted and they assemble. He said if I got it home and road it for a couple of days and felt it was too small, I could return so that's an option too.
With the Nashbar 19", I just have a feeling it might fit. Just wished I could guarantee it though. After trying out the 17" at Dicks and seeing that I fit with room to spare, when in reality if ordering it online I wouldn't have ordered because recommended height is 5'7".
Nashbar tells me the 19" bike should be for someone 5'5" and above. I have a feeling it might be ok.

I really think you need to at least visit a local bike shop and ride some hybrids while consulting with more of an exert on sizing. It's concerning to read at Dick's you did not automatically adjust the saddle to the proper height... and while you can return the Target bike the assemble does not compare to Dick's and is far inferior to a LBS. I'm just shy of 5'4" and my hybrid is a small GT Transeo 2.0... Adjusting the saddle height, the saddle's posittion (tilt/slide), (for me - size of pedals) and all aspects of the handlebars, grip position (I bought some Bell comfort grips at Wally's for $8 and love them) and brake position.... All the best! returning the bike must have been a pain....
