I think this is the going rate. A lot depends on what the customer and store want done. Cables can be closely examined, lubed, replaced if necessary, etc., or just blindly switched. Same with bottom bracket or bar tape. Does the customer just want to keep the old bar tape or have new put on? If the job is thorough it's the same as an overhaul.
