Yes, a 5800 RD will work fine with Tiagra 4700 shifters and a 10 speed cassette. The 5800 derailleur is only 11 speed when paired with 11 speed shifters. The new 4700 setup shares the newer derailleur geometry developed for 11 speed shifting
