What Shimano says can be taken the wrong way. Tiagra 4700 derailleurs share the same design as 5800, 6800 and 9000 derailleurs. Any of these derailleurs will work with 4700 shifters.This thread:

addressed the same question. One person actually took the time to try out an 11 speed derailleur with a Tiagra shifter. It worked even better than the Tiagra derailleur that had been on the bike previously
