I tend to agree, and we could confirm this if the OP pulls the Yxxx numbers off the the bottom of the frame under the crank (on the BB shell).
If it's Y3## it's '83.
And it may be a different year. This is a Euro bike. Looks like CLB brakes, and look at the rear brake specifically, with the horseshoe inside the rear triangle, that's a new one on me.
