Nothing magical about the headset, it is probably a JIS size so 27.0 crown race should do the trick. I'd measure to confirm, but pretty much every late 80's Schwinn I've built, including several Circuits, has been 27.0. Tange Passage in black would be a good choice and they are generally available for around $20.
