Cutoff date (such as it is) is really for the frame. Nobody cares if your bottle mounts (or derailleurs, or hubs, or rims, etc.) were made later than that. And even the frame date is more of a guideline since Bianchi released the L'Eroica model.

Any horizontal top tube steel frame with friction downtube shifters and non-aero brake levers will work just fine. Might not be the zootiest ride there, but ultimately it's all about the spirit of the thing.
