Well, assuming the wheels are original, you could look for a 2-digit date code on the hubs. Other dating options are here: BikeBoomPeugeot Serial Numbers & Dates
it does in fact also have 86 on both front and back hubs so i think that answers my question pretty definitively. thanks a lot for all the help. i will make sure to post pics of it when i am done cleaning it up, so far i have put some new tires on, grip tape and rebuilt front/rear hubs and it rides like a dream. only thing left to do is getting a new red plastic and bulb for rear light and some time polishing up chrome. total cost so far is 102$
