Going from bad tires to good tires usually ends up with a small weight savings, but a huge reduction in rolling resistance. If someone has crappy tires, this is the cheapest and best route to start.

I don't have an issue with people spending money to lighten their bike, but generally speaking tires have a massive impact on multiple facets of ride quality. The right tire at the right pressure can make a bike feel new. That and a new chain.
