The SCR-5 lever is a long pull lever.
Drop bar road brake levers are usually short pull, the exception is a few long pull levers that are specifically made for use with v-brakes or mountain mechanical disc brakes.
Nope. Quoting the instructions for the SCR-5:
IMPORTANT: Cane Creek’s SCR road brake levers are not designed to work with linear-pull brake calipers. Only side-pull, center-pull and cantilever brake calipers designed for road, touring, or cyclocross riding can be used with this product.
