So you either have a real rarity on your hands or else just a really nice Asian built frame (not that there's anything wrong with that ). Dennis Kilfoy is still around and making custom frames - I'm pretty sure he is somewhere here in Florida. If you search him out, maybe he can confirm the seller's story or give you the real info about your GF's new frame.

The Paramount appears to be rarity. Waterford made about 5 such track Paramounts per year. . . .

Found this on Waterford's website: Paramounts in Waterford 1980-1994

"During the early 1990’s, Schwinn began importing Paramount-branded bikes from Asia as part of an effort to grow Schwinn’s upper-end presence. This caused quite a bit of consternation among Paramount owners, who began to call their bikes Waterford Paramounts after the factory."

IAmSam is right though. It wouldn't hurt to reach out to Dennis Kilfoy to confirm.
