Engardio has a different view of road funding and design, and "insurance" than any city or state I've ever seen. Insurance companies and funds don't design or build roads. They don't own the right of way even if they wanted to.
There is plenty of money spent to design safe roads already. The problem is that safety is designed as high speed motor vehicle travel, not lack of funds. There is no financial reason current funding for design and for law enforcement can't be used to serve pedestrians and bicyclists. It's a political choice that motorists' interests are more important. Adding minimal funding from bicycle registration won't fix the political problem.
If "insurance" charges are used to build infrastructure, it's just another tax on bicyclists to use public roads. To really raise revenue he should charge all tourists that use public roads, not just bicyclists. Drivers with out of state license plates will be easy to identify
To me, the dooring is evidence that the bike lane was not safe - if the motorist that doored him is not resposible for damage, it indicates motorists have priority in the bike lane
