I can't tell for certain from the photo but it does look as if the laminate in the area of the break is dry. That is, there does not, to my casual look, seem as if the laminate has enough resin. Not knowing the manufacturing process, say using pre-impregnated carbon fabric or some sort of resin transfer process it is difficult to even guess. In any event, try to see if the area looks starved for resin.
