The subject bicycle is a circa 1983-1984. Iit has been largely rebuilt with new derailleurs, wheels and brakes. It's hard to determine the quality of the replacements, except for the derailleurs, which are upper, entry level and decent performers. The rear wheel is 36 hole as opposed to the OEM 40 hole. I can't identify the brakes or levers. The crankset appears to be OEM.
The Magnum ST was Norco's premium grand touring bicycle. That generic tubing decal should be hiding a Tange #2 tubeset. The frame has potenttial, as it got lo-rider fork mounts and rack eyelets on the stays, in addition to the mandatory dropout eyelets., though I can't see the number of bottle mounts I certainly wouldn't push a frame this tall on somebody 5'9", as advertised. I'd want to be at over 6'0" before I even considered this. This bicycle is extremely dirty and needs an overall.
As for price, it's really hard to comment, given the anonymity of the new major components. Condition is not great but GT bicycles do command a premium. I'd have to see and examine this one in person but I suspect it's marginal on FMV.
