Bikes: Looking for "the One"

Hi, yes I might offer the gent $200 for it if all is sound with the bike. He replaced the derailleurs (I think worn from use) with Acera (~c$35 for the rear - does that buy a decent one these days?) which are ok but I'd like something more middle ground for reliability. The rims are probably single wall. The rear hub is probably a thread on too. Saddles are a personal thing so that's another expense and eventually I'd swap out the shifters - downtube shifters aren't a preference. Chainring wear? Replace the chain too. It has decent tires but I don't know how worn they are. It's looks are kind of beat up actually, at the crossroads where they aren't esthetically pleasing for the rider but yet not enough of a poor conditional deterrent for someone looking to pinch it. In any case, I'd tailor it and make it a routinely used keeper. But, I always come back to being pulled more towards something with 26" wheels. A big road bike always seems so "flimsy" for lack of a better word and a large old timey mountain bike has it's allure. We'll see!

T-Mar, thanks for the technical input on the metal. It is a Tange2 cromo frame.
