Instead of an audio signal to their phones, why not just send a broadcast text message to any SMS-enabled device within a short range? They're all looking at their phones, anyway, and they can't resist seeing a new text message! It would come in handy, too, in case you needed to suggest to the guy in the next stall that a "courtesy flush" is in order.
