There is no best, just depends on what country you would want your tubes made. 3AL-2.5V ti is 3AL-2.5V ti whether it comes from China, Russia, or the USA, what matters is the engineer for the company that is going to make the bike specs the wall thickness, tube size and shape of the tubes. What makes one more expensive than another is how much the market will bear according to the perceived value of the company name.
