As others have mentioned, those are the Suntour Roller Cam brakes.

You can be really sure the bike is from 87-88. I suppose it's possible they might have been on a few 86 and 89 leftovers- but 87-88 is when those were used. On one hand, it adds a bit of pain in the azz complexity to maintain- but they're cool and unique and pretty burly looking brakes!
