Perhaps a previous owner wanted to use a chainring outside the limited range accommodated by the braze-on?

Its not flush at all, bumpy, and so with curiosity I went ahead and hand-tightened on a spare clamp-on to see for fitment. It would slip given enough force and was wondering if I should use a shim. The uneven finish is only on the braze-on side since it was the only side shaved/filed away.
You should be able to file it smooth so the clamp will tighten properly.
