My daughter learned to ride without training wheels when 5 yo. She was riding with me on MUPs when she learned to ride on 2 wheels. That way she could develop the skills and understand the rules to ride safely. She was riding on the roads with me when she was about 8 yo.
one incident I saw on the MUP, a father was riding with his young daughter (about 5 or 6) he was showing her how fun it was to weave side to side on the MUP and she started doing this right when I was passing, and nearly hit me. I said to the guy that he should teach her that in the middle of the road and should teach her how to ride on the MUP in a safe way. This guy went into a foul mouth tirade that I only caught the beginning since I was riding a bit faster.
My opinion, you know when your kid is ready to ride on the road, just follow behind them the first few times to make sure they are doing it safely.
