It is specifically for your problem.
Let me try again. Picture your dropout with its mouth wide open and you wish to shut it some right?
You will need some big pliers that can clamp over the dropouts kind of like <
>. The problem will be that the pliers will slip off of your dropout because it is rounded (the dropout), so you will need something to hold teh pliers in place while exerting force to shut the yawning dropout. Use a zip tie or rope for this and tie it so that the pliers don't slip off.
As this procedure might bend the dropouts side to side a little too you might have to realign them afterwards with some standard aligning tools.
