The Internat'l being designed for tubulars used Weinmann 610 F&R, rapid taper chainstays give (barely) enough clearance for 700X32mm tires and mudguards (on my frame).
Brake pads F&R are set ~3/4 down the mounting slots to contact Supercamp #58 rims. A Gran(d) Sport being designed for 27" should (it varies) have more clearance.
