Drop bar levers are held in place by a clamp band. They'll mount up as firm as you'll ever want even to a naked bar.
If you need the bar tape to hold yours in place, something is wrong.
It is generally considered sensible to leave the clamp loose enough to allow the lever to turn or slide instead of breaking in case of a crash though - something that can be achieved w/o leaving it loose enough to wiggle.
