The decal remnants appear to belong to the Columbus Aelle decal, which would place it no older than 1978, while those Bianchi graphics were used on the racing models through 1982. I see what may be a "zero" on the seat lug, so it may be a 1980-1981 model, which fits the other indicators. The shift levers are obviously non-OEM and it's hard to identify any of the other components.
