Hopefully @Bianchigirll will chime in with some details.

I'm having troubles placing the frame. It looks like a moderate quality frame, and a lack of fender eyelets would indicate a "racing" bike. But, Columbus Aelleis one of the lower quality alloys.

I'd put he seat binder bolt in the non OEM list too.

I'm just a bit surprised at the amount of steel in the bike.

Steel crankset.
Steel Handlebars.
Steel Brake Callipers.
Steel Rims (I think).

The "build" appears old, but I'm wondering if the whole bike was rebuilt at some point with cheaper than original parts. Note, if the bike was originally a 10-speed, and is now a 5-speed, the crankset could very well be non-original.

If I was buying the bike, I'd set the value at exactly the same as the value of a bare frame (whatever that would be).
