It will get new cables, bar tape, hoods, and a different saddle eventually. Not to mention bearings addressed. I just wanted to get an idea how far I could bring it back before going that direction.

Goo Gone on a cloth was no luck and will have to treat more aggressively. I'll probably try with a scotch brite pad combined something not that aggressive and work up. Just wanted to see if anyone had any ideas before using something abrasive. Like I said, looking to preserve the frame's paint underneath the painted on stuff.
