That's an excellent bike in every way. It is improperly set up and looks uncomfortable to ride. I bet the bike's miserable ergonomics lead to the sale.
I'd do three things.
1. Rebuild the front wheel with a spoke pattern to match the rear (I never liked radial spoking).
2. Replace the Sugino crank with a Dura Ace to match the brakes. (Nothing wrong with Sugino but,...)
3. Flatten out the seat tilt and set the proper height using the seat post (with matching stem height).
That bike is great, a good score!
