Bikes: '96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '20 Surly Midnight Special, All are 3x10. It is hilly around here!

If you can, mount the rack's leg to the inside (against the dropout face) of the fender strut. That puts less bending moment on the bolt from the rack's load.
