This is a crock. If they lost the front rack, it is irreplaceable, or at least by a local bike shop. It was a custom made rack to fit that bike, not an off-the-shelf item. You have a early-to-mid 1970s Herse Demontible, or take apart touring bike. And of course the Herse Co. that made this bike is long gone. Go get that bike and all it's parts and take it to another competent shop. I know A Bicycle Odyssey in Sausalito is knowledgeable & trust worthy... Then have them assemble & take decent pictures. This bike, if not screwed up, might be worth $5K+. I said "might"...

The shop did not include the hardware, mounting bolts ect. I was able to purchase the bolts from Compass. No return call from the shop after they said they would look for them and get back to me. I have moved on.
