I live in Seattle and just parted out a 1969 PX10, since it was too big for me and was missing the wheels and seat. I was kinda in the same boat as you looked for cheap wheels for a while then just took it apart. I got 120 for the frame/fork/bb on CL since I did not want to ship. Selling the rest of the parts on Ebay, I expect to get another 100-150 or so. Anyway that's what i did, not the best $$ but I paid 100 for all, and it went pretty quick.
