The Surly hub isn't cheap by the time you buy a freewheel for it. The cheapest way to go is a Shimano disc hub, if you want a flip/flop hub it'll very easy to match the chainlines for the disc/fix side to the freehub/single speed side. If the Surly hub's chainlines don't match there's not much you can do....
