This is a single side access rack, designed to be placed near a wall, and a design capacity of 9 bikes.

As for how the bikes are locked, it's neither a technical issue, nor user ignorance. It's a simple case of not not giving a damn about other possible users.

IMO the store management is partly at fault. If the intent of the rack is to attract or accommodate potential customers, letting an employee kill it off this way.
