I know you don't equate riding with being handicapped, so don't think I'm accusing you of doing so. But there is a fundamental difference because handicapped parking is mandated by Federal Law (ADA), and handicapped people have fewer choices, especially those using vans with wheel chairs.

We're bicyclists by choice, and we can easily enough find alternatives to the bike rack. Note also, that racks are often abused as in the OP's case, or that cyclists may refuse to use one anyway because they don't like the design.

I use my bike for shopping at countless locations that don't have a rack, and never feel inconvenienced by having to lean it on a wall or tree or whatever.
