Is this just for storage or do you ride with that on the bike? Stupid question I know but since it is such a custom set up I have to ask the question.

Looks like you have all the bases covered with all the rear lights. If I were riding something that sat that low to the ground I'd plaster it with rear lights too. Now about the rear flag; If it were me I'd put some reflective DOT-C2 grade tape on the flag. Couldn't hurt.
