The 3-4" rule for clearance is about right so you will , for a roadie, finish up with a small frame. The seat post out of the frame can cause a problem and unless you are a lightweight rider, do not go for a lightweight seat post. That extra extension will put a lot of strain on a thin walled post. See attachment for what I mean. This post is not a lightweight, even though I am.
