Build up a set yourself.

As noted by Steve; MTB hubs - which are less expensive than the same grade road hubs due to higher production volumes of MTB hubs, any Shimano MTB disc hubs are fine. You don't mention your mass, so a specific recommendation will not be very focused. That said 32h hubs with Velocity Dyad rims and Wheelsmith DB14 spokes; will work with 25mm to 40mm tires, and will be suitable for most situations.
