If'n it were me-

Either 1st gen or MII Cyclone derailleurs
Superbe brakes and levers

Either Simplex Retrofrictions or Barcons- whichever you like best...

And a Blackburn rack that attaches to the brake bolt.

One thing about the Pro-Tours- those were built with the BEST components available. All first tier stuff. If I had your bike- same thing- all Class A stuff on there.

The bike I have close to that is a '78/'79 Trek 730 with 41.5cm chainstays. The drag about it is that it'll only take 28s- 32s drag on the brake bridge. Cyclone derailleurs, Superbe brakes, Stronglight crankset and the shifters in these pix are Suntour Sprint shifters, but it now lives with Retrofrictions. The wheels are the stock 600/Rigida wheels.
