It's worth asking but perhaps like you may suspect, I suspect there's not a great demand for rental of fat bikes at this time. Do you want to ride them longer than 10-15 minutes which is why you want to rent one vs. taking one for a test ride?
Bike shops don't take too long to get through, so calling the shops closest to you is the better option. I vaguely recall my local shop having some for sale this year when I went in the Spring.
Not riding in the Winter is not horrible for me, but perhaps my opinion is skewed a bit based on salt-free roads and relatively welcoming riding weather lasting until late December this past Winter season.
