It seems like OP has a 110 BCD, for which 33 is the smallest for a 5 bolt; whereas a 4 bolt can go down to 32. Neither of the jumps are low enough to justify the expense, hence the crankset swap suggestion, which will actually allow smaller chainrings.
Gotchya. Then a simple cassette swap should do it. 11-36 or 12-36. Should be enough room in the RD for that.
