I bought it from Evans UK online (I know!- I'm in Greece) after numerous emails and unanswered phone calls their customer service guy said he thinks it's just the paint, but he's going to pass it on to their warranty team to have a look at the photos I supplied.

After examining it a lot myself I'd say it probably is just the paint- I'll see what they say. I'll also take it to a local bike painting specialist to get another opinion.
