Rear derailleur can move to and from wheel. Replace?

When I first got my 2014 Spec. Secteur Sport with Sora 3500 GS (Mid cage) bike in January 2015, I went no farther than 10 feet and the chain fell off and badly jammed into the front derailleur. It really pulled the hell out of the rear. Since then, the bike shop retuned and replaced the inner cable 3X.

The bike never shifts perfectly but OK.

It has gotten to the point where I have some chatter on some of the gears and more often under load but not with all of them.

With issues and fraying cables, I replaced the inner and out cable and am not thrilled with the rear. Still some noise but way better shifting (Put Dura-ace 9000 cable on brakes and drivetrain. So much better).

In looking at my rear derailleur, I noticed with rather little effort I can move the jockey wheel cage toward and away from the wheel about 1/2". Is this normal or is it damaged or bent and should be replaced? My wife has an Alivio unused bike and it too has some movement but it is cheaper than the Sora line and they are apples and oranges.

What should I do?
