A balloon comes to mind; the more air you put in, the easier it is to pop it with a pencil.
Tube won't pop because of the stretching - outer tyre is holding it in place. Using smaller sized tubes makes them stretch more, so one might argue they have thinner walls, making air leak just a wee bit faster, but not something I could measure. I'm currently using 23-28 mm tubes for 37 mm tyres and they're doing just fine. Didn't want to change good tubes when switching to wider tyres, from old 28s.
