There are such jackets, and the problem with your Gore-Tex jacket is that stuff designed for MTB is cut way too loose for road cycling.

I personally use the Gore Oxygen Active Shell. It's aerodynamic and fits me like a glove (I'm 5'9", 140 lbs) and never flaps in wind. If you want to go even lighter and more breathable as well as packable, the Gore One is just crazy light at 133 grams and is awesome all around. The Gore One is spendy at $300, but if you try one out, you'll see where that money went

DISCLAIMER: I am a Gore-Tex product tester and receive consideration for sharing my views, so you may want to take my comments with a grain of salt. But I spend way too much time in the outdoors to use stuff I don't like. Although I wear the Oxygen, I extensively tested prototypes for the Gore One in a wide range of conditions. It's the lightest and most versatile cycling jacket I've every tried.
