Dude, you have it all wrong. Looking at Larry Nolan's bike thinking that's what won him his world championships is like looking at Michael Jordan's sneakers and thinking those are what won him his.
Using a road TT bike presents more problems than it solves. If Nolan got it to work for him, fine. But, he still deals with the same pain in the a** problems on that road frame.
Of all of the aero components that make a bike, the frame has,
by far, the least benefit/$ value.
Also, why don't you see the best track racers in the world riding road TT frames? Because it's a pain in the butt

No proper program would put them in the fleet.
