This makes sense to me ... if you feel the need to say anything (I don't.)

The way to do it would be (IMO) to call out "Passing on the left" Well before the pass is about to happen, so that if the rider Dose move left, it would not cause an accident, and so that the rider might even have time to look back and prepare him/herself.

As for a rider who says "Thanks for no warning, I almost turned into you"----Bullstuff. You startled the rider and s/he got pissed like a pouty child.

My response would be ... "Why weren't you signalling a turn? Don't you care about road safety?"
