Wow! You guys are good. After a trip outside with my trusty 27 year old Maglite I have confirmed that you are correct. 0682 it is. The bike was upside down when I originally looked at the headtube numbers because I was looking at the bottom bracket numbers. So does the 3rd digit in the bottom bracket # signify the month of manufacture? In this case it's a letter C? C being the 3rd letter in the alphabet and march being the 3rd month of the year? And T-Mar is guessing pretty close on top tube measurements. I measured 55cm. That is measuring center of seatpost to center of headtube.
