Yes, it definitely has the coaster brake arm which is firmly attached to the chain stay non drive side.

The more I think about it, the more I'm convinced the brake is binding or is 'locked on' in some fashion. This would explain the 'dragginess' and the lack of any brake actuation on back pedal.

Time to just strip it down and learn by the seat of my bike shorts.
