Mine has been on my car for years. I've never had a problem. It's not like it ENTIRELY blocks the license plate. If it were illegal to block the plate a BIT then using a bike rack at ALL would be illegal, and we know that isn't true.

You can leave it on 24/7 with no issues. The police cars around here always have their bike racks on.
