Depends on where you are at. In Michigan, it is most definitely illegal, even if rarely enforced.

Again, depends on where you are at. In a no fault state, it doesn't make one bit of difference.


As to the original question, I wouldn't, especially if you aren't in the arid West. I've left hitches in receivers before, it generally doesn't take long for them to start corroding into one another. Even a year can make it difficult to remove. Unless you have mobility issues that makes it hard to attach, it is all of a one minute job.
